Router failover not working

I have an issue wth an AR2220E router. i have two line, one primary ethernet and one backup adsl. When i make a Layer 2 disconection, routing table never change with the backup route.
Below you can find routing  and nqa configuration.

ip route-static 0.0.0.0 0.0.0.0 Dialer1 preference 200
ip route-static 0.0.0.0 0.0.0.0 GigabitEthernet0/0/1 213.249.52.237 track nqa backup ping

Could you please have idea what is the problem ?

Please make sure that frequency is configure with correct value. if the frequency configured ≤ (probe-count - 1) × interval + 6, the Completion field in the test results will be displayed as no result.

1. Stop the NQA survey
nqa test-instance MONITER ICMP
stop
2- Remove source-address ipv4 213.249.52.238 command
3. Change the frequency value to 50
nqa test-instance MONITER ICMP
frequency 50
4. Start the NQA survey
nqa test-instance MONITER ICMP
start now

Then Run below command to make sure test is sucessfuly

[SwitchA-nqa-admin-icmp] display nqa results test-instance admin backup ping

NQA entry(admin, icmp) :testflag is inactive ,testtype is icmp
1 . Test 1 result The test is finished
Send operation times: 3 Receive response times: 3
Completion:success RTD OverThresholds number: 0
Attempts number:1 Drop operation number:0
Disconnect operation number:0 Operation timeout number:0
System busy operation number:0 Connection fail number:0
Operation sequence errors number:0 RTT Status errors number:0

Good day,

For understanding the setup, please help with informing on the following points:
1) How is the Layer 2 disconnection performed? Plugging out the cable from G0/0/1 directly or shutting down the interface?
2) Please return the "display fib 213.249.52.237" and "display ip int br" command outputs, when the mentioned disconnection is performed.
3) Please help with returning "display cur int GigabitEthernet0/0/1" and "display startup" command outputs.

Run the display nqa-agent admin-name test-name [ verbose ] command on the NQA client or run the display this command in the NQA test instance view to check whether the TTL is configured.

Run the display nqa-agent admin-name test-name [ verbose ] command on the NQA client or run the display this command in the NQA test instance view to check whether the parameter frequency is configured.

If the parameter frequency is set, compare the value of the frequency with that of the (interval x probe-count x jitter-packetnum). To ensure that the UDP Jitter test instance can be complete normally, the value of the frequency must be larger than that of the (interval x probe-count x jitter-packetnum). If the value of the frequency is smaller than that of the (interval x probe-count x jitter-packetnum), run the frequency interval command in the NQA test instance view to increase the value of the frequency.

Run the display nqa-agent admin-name test-name [ verbose ] command on the NQA client or run the display this command in the NQA test instance view to check whether the parameter fail-percent is set.
If the parameter fail-percent is set, run the undo fail-percent command in the NQA test instance view to delete the parameter fail-percent.
