RFA Cell Management

To establish RFA cells, the following must be true:
Each RFA cell uses the same configurations as the source cell (including the frequency, frequency offset, bandwidth, and mode). When multiple RFA cells are configured on the same port on a MERC, their frequency ranges do not overlap or RFA cell establishment will fail.
LTE TDD RFA cells have the same configurations as their source cells, regarding uplink and downlink frequencies, uplink and downlink bandwidths, frame offset, CPRI compression configuration, uplink-downlink subframe configuration, special subframe configuration, uplink and downlink cyclic prefix lengths.
