Reboot Logo Stuck On Huawei Y5

Good day 

I need help with my sisters Huawei Y5 


The phone turned off , and keeps flashing on and off now - but gets stuck on the Logo screen . 

We have tried to leave it on charge , we have also tried rebooting but it wont give the rebooting option 

Please advise on how we should handle this problem - She has gotten the Phone brand new in May 2019
