Re- configuring Huawei lte COE eA60-135

We are unable to use our router for downloading or watching films,tv or internet....the signal strength says 3/4 wlan and mode are flashing blue but nothing, we have reset the router 2 or 3 times and nothing changes. Do we need the router re- configuring or is there a fault with it ?
