You're talking about psudo-wire (PW), which is a type of L2VPN link.

An emulated connection between two PEs for transmitting frames. The PW is established and maintained by PEs through signaling protocols. The status information of a PW is maintained by the two end PEs of a PW.

PW 

could be used only when using the line as Ethernet and using MPLS on this ethernet link and then creat Tunnel .

the PW could be considered as a small pipe inside the big Tunnel ,

when using MPLS on an ethernet link you need PW for each service you create (Ethernet or TDM).
