I've been experiencing this issue as well. I can only offer a workaround, do an upgrade instead: install ESXi 6.0 and then from the CLI install the offline bundle of ESXi 6.5.

Same Problem here. Affected Systems: RH2288H V3 RH1288H V3 CH220 V3 Any update would be highly appreciated! Current workaround: Install ESXi 6.5 and install update 1 using offline package. --> no solution! thx

so to recap:
_ direct install 6.5U1 -> no good (errno3, cannot continue)
_ 6.0 install, then 6.5U1 offline upgrade -> works
_ 6.5 install, then 6.5U1 offline upgrade -> no good (confirmed?... )
