#Option 1 - hard resetting HUAWEI MATE S (CRR-UL00 / CRR-L09) via the Software Menu:

• make sure the battery is charged properly;

• turn on the HUAWEI MATE S (CRR-UL00 / CRR-L09) smartphone;

• don’t forget to back up all important data;

• go to the menu: Setting > Backup & reset > Factory Data Reset > Reset Phone;

• choose Erase everything to continue and confirm you're ready to do the formatting of HUAWEI MATE S (CRR-UL00 / CRR-L09);

• the HUAWEI MATE S (CRR-UL00 / CRR-L09) will continue the step until ready to use in the clean factory default.

Your phone should be locked by the FRP. You can unlock the phone by using the HiSuite displayed on the Google account login page. 

However, the FRP lock is not associated with the repeated restart described by you. There are many reasons for the repeated restart of the device. I cannot remotely determine the cause. It is recommended that you go to an authorized service center to check the result.
