PPPOE EG8141A5 Late Integration to BRAS on Reboot

I am Having a Strange problem with PPPOE on EG8141A5

I am using OLT MA5800 X17

Issue is When i soft reboot the ont it establish a internet connection in 1 minute and 20 seconds
on soft reboot it also kills the previous session on BRAS

while when i directly power off the ont it take 5 minutes to get connected to BRAS while on BRAS session does not terminate .

is it something related with OLT configuration or its ONT that is not sending PADT packet to BRAS?
