OSPF Silent interface prevents the interface from sending OSPF hello packet. The interface that are loopback interfaces have no effect if they are silent interface or not. you can check on the routing table. because they are logical.
Physical interfaces connected to peer devices of different network segment are not recommended to be silent interfaces because they need to advertise routes to their peer. unless there is another routing protocol. In the contrary, down stream interfaces that are connected to the same network could be made silent interfaces. Also If an interface is advertising its routes through another routing protocol, as stated above, that interface should be made silent interface
