This post will tell you one issue for why the OSN 3500 Can't uploaded after creation on U2000.
Problem description
After create the OSN 3500 on the U2000, it fails to upload and gives the following message"The device been operating is not in running state. Error code: 1090596517".

Solution
1- Check the NE running state by running the commmand ":cfg-get-nestate" by Navigator, the normal output should be "NE-STATE: running" but we found that the output is "NE-STATE: install"
2- Run the command ":cfg-verify" on the device to put it in running state then run the command again ":cfg-get-nestate" and the output will be "NE-STATE: running", and then try to upload.
pay attention: this case is for newly installed site. if there is service on-site and it is in install state. cannot run :cfg-verify. if you run it, all the services on-site will be down.
