【Problem Description】: once files are in chat, and after the user goes offline and online again so the Record is no longer arranged

【Problem handling Progress】
If user A reject files, server will not push

If user A save files, server will not push

But if user A not rejcet or save files, server will push every time when user A login

so it's not issue. It's espace rule
