iscsiadm: cannot make connection to ***: Connection refused

This problem may be caused by an IP address conflict. The IP address used by the target conflicts with the IP addresses of other devices on the network.
If conditions permit, ask the customer to re-allocate an unused IP address.
Before the configuration, ping the IP address on the host. If the IP address cannot be pinged, configure the target.
Locating method:
1. Run the arping -I device destination command on the host to check the MAC address of the destination IP address.
Usage: arping [-fqbDUAV] [-c count] [-w timeout] [-I device] [-s source] destination
Note: device indicates the device alias of the IP port specified by the host.

og in to the storage minisystem mode and run the ifconfig command to check whether the MAC address of the corresponding IP port is consistent with the ARping result. If they are inconsistent, an IP address conflict exists.
