OLT thinks HG8010 rogue cat, this cat only lights POWER, how to set it to work normally?

I have a batch of cats with POWER on, which should be rogue cats. The OLT has forcibly turned off the laser. How to set it to work normally? The cat's LAN connection to the computer does not light up, and pressing the Reset button does not work!
