A customer successfully backs up the VM on BCManager, but can't find the restore VM option.

We find the VM was created from FusionAccess, but not directly from FusionCompute. It is the VDI solution, but not the service virtualization scene. The BCManager doesn't directly support restore VM, but only the VM disks if the VM is created on FusionAccess or FusionManager.
