According to RFC 2328, the following conditions must be met for Equal Cost Multipath (ECMP) routes to be generated in OSPF:

The routes are learnt from the same area.
The priorities and total costs of the routes are the same.
RFC 2328 does not clearly define whether an intra-area or inter-area route is to be chosen under the same multi-area conditions. On the router, the route last advertised is not selected. For Type-5 external link-state advertisements (LSAs), RFC 2328 clearly defines that the route with the greatest area ID is preferred.
