ust replace SFP-module on NE40E-2 from port 3 to port 0

sync-ethernet start normal on both sides.
Solution
replacing SFP-module on 8GF-P sub-card we find, that only port 0 and 1 can transmit sync-ethernet.
Suggestions
when you configure sync-ethernet you need to be sure that link between devices from source to slave on ports 0 and 1, because only this two ports support transmittion of sync-ethernet.
