NE20E-S2F Mgmt-eth port not working

i forgot the console password so tried to reset it but installed OS version does not support.

found out that newer OS supports reseting so i'm trying to install it through Bootrom.

issue is that in the Bootrom menu, when i choose to install OS through ethernet interface, Mgmt-eth port does not connect to TFTP or FTP server.

In fact, the port does not even respond to ping.

I have checked all the Mgmt-eth parameters, multiple times and is set correctly.

Any idea what's wrong?
