the ensp is under bug fixing right now, and it requires privilege to download. if you want to get the ensp, please contact the local Huawei engineer or channel engineer.

You can download it from below link:

You'll need valid account to download it.
But as added by admin in above comment, you should probably wait till latest version with bug fix comes out.
