NMS reported that a newly deployed OSN3500 was frequently unreachable
Issue1: The root cause was that an optical port on OSN 3500 had a receive power lower than its sensitivity. To much optical power was lost over the fiber.

Solution1: replace the optical fiber.
Once the fiber was replaced the NMS resumed normal activity.
Issue2: Two NMSs attempted to manage the device in the same time, under the same user account.
Consequently neither of those two NMS could reach the device.
Solution2: Add a user account, each NMS should use a unique account for device management.
Suggestion:
Ensure that NE IP addresses and IDs are unique network-wide
Ensure that optical ports are at normal power
Case 1: Communication port fails to be found
Case 2: All NEs are unreachable
Case 3: An NE frequently becomes unreachable
Case 4: Some NEs are unreachable
