Issue1: Diagnoses revealed that the DCC was disabled on the NE.
Solution1: Enable the DCC port allows the NMS to manage the devices as normal.
Issue2: In a similar scenario, two NEs on the network had conflicting IDs. As a result the NMS could not reach either of them.
Solution2: Once the ID is changed the NE can be manage by the NMS
Suggestion: Enable the DCN function for ports that transmit DCN information.
For outband DCN, enable the DCC function.
For inband DCN, enable the port DCN function and set the correct VLAN ID.
Case 1: Communication port fails to be found
Case 2: All NEs are unreachable
Case 3: An NE frequently becomes unreachable
Case 4: Some NEs are unreachable
