The service boards involved in the MSTP equipment are not classified into optical-layer boards and electrical-layer boards. You can consider them as electrical-layer boards. 

Optical-layer boards and electrical-layer boards are concepts in the WDM/OTN field. Generally, cross-connect boards, tributary boards (including interface boards), and line boards are electrical-layer boards. Other service boards are optical-layer boards.

then how does MSTP Equipment accepts optical signals ? Does it convert them to electrical first and then processes them ?
