The premise of the effective MRO algorithm needs to ensure that the X2 link between eNodeBs is normal. If there is no X2 link or X2 link failure between eNodeBs, because the RLF Indication message based on the X2 interface cannot be transmitted, the MRO algorithm cannot correctly count the number of too early and too late handovers. In this case, the MRO algorithm will not guarantee the correctness of the parameter adjustment.
