1.please check the network status first.if the network status is poor,please check the network .

2.if the network is poor,we can try to change the protocol to tcp.

first please check your network , if the bandwidth is enough and is there any packet loss occur
then you can check if the resolution setting is correct ,e.g if your bandwidth is only 1-2M ,we suggest use resolution less than 720P
and check if any alarm appear
check the codec and version , try to use new version ,and if it is Huawei IPC ,use Huawei own driver;

2. check whether the network is good, you can login the camera webpage to check the network status.
3. if the network is not good, you can increase the bit rate and then have a try.

1.The video front end and media unit need to support the stream smoothing function. In many cases, the customer's live network is fixed and the bandwidth provided for video services is determined. If the stream smoothing function is supported, the network adaptability of our video products will be greatly improved.
2.The video traffic enhanced packet loss concealment function is recommended. You are advised to use the redundancy mode to implement this function. This function can be set to optional. (When some front-end packets are lost, the video image will be faulty.)
3.The light-load mode is recommended for the video surveillance bearer network. The recommended bandwidth usage is about 40% (empirical value). This prevents video transmission performance deterioration caused by high link usage.
4.If the network quality is poor, for example, wireless access is used on the front end or a small number of packets are lost on the network, you can use TCP to carry media streams. (In TCP mode, packet retransmission may cause a delay, resulting in frame freezing. In this case, you need to handle the problem according to the actual situation.)
5.Media unit. It is recommended that the media unit be directly connected to the core network device to prevent multiple media units from sharing one access switch to connect to the core device. As a result, multiple traffic models are generated on the network. If the media unit must be connected to the network device through the access layer switch, it is recommended that a line card supporting large buffer be used at the core layer.

wish you can consider my solution.
  1. based on my experience. the issue is caused by the network between IPC and VCN.
  2. first please check when you open the webpage of the IPC to view the real time camera. if it`s working fine, please go next. if not, maybe the camera is faulty or network between IPC and Ur PC has issues.
  3. then capture packets of VCN to check whether the received stream is fine or not. if it`s not fine which means the issue is caused by the network. otherwise go next.
  4. if the received stream is fine, which means the issue may casued by the client---VCN. then please check the network or capture the packets in the client to identify.
