Limit the rate of each VLAN

Hi,

On the NE40E, I want to limit the rate of each VLAN on the interface G6/0/0 to 20 Mbit/s. However, after configuretion , the rate of each vlan is far lower than 20 Mbit/s. Is there any problem with the configuration?
