Limit the max bitrate for the LTE cell to 200 - 300 kbps

How to limit the maximum bitrate for the LTE cell RAN13 to 200 - 300 kbps, no matter how many RB are allocated ?

I assume the limitation is desired due to poor transmission resources. For this kind of scenario might want to consider the Transmission Overload Control Algorithm ( SET TOLCALG ) which will start releasing bearers when the tranmission overload condition is met (transmission resource configured with ADD RSCGRP ) or the transmission-based Admission Control Algorithm ( SET TACALG) which will prevent new users to connect to the eNodeB when the transmission congestion condition is met ( resource configured with ADD RSCGRP). However, these 2 method will impact all the cells on the eNB, not just one cell. One cell bandwidth limitation practical method seems to be reducing the number of cell RBs.

There are two methods:

1. Run the MOD CELL to modify the cell bandwidth, for example, 5M=25RB, 10M=50RB, 15M=75RB, 20M=100RB.

2. Run the ADD CELLRBRESERVE to block the RB number of the CELL.

yes, every IMSI that was registered from the carrier can be limited on the core network, thus, the speed will be limited too on the terminal that using an IMSI.
