Limit the Bandwidth of Each User's at Router ( HG630 V2 Home Gateway )

i try this way but did not seem good
it's work only with upload
i need to limit the download

because when i set the Upload max to 16  kbit/s
it still download with most of speed

by the way

but i didn't find any new to do

as i said i made a new rule which set the limit for one devise max to 16 kbit/s
but it still download with most of speed

the limit is for the upload
i can't find any way to limit the download

so if you please can you explain it
how can i limit download for every one in my WiFi with different speeds
