Lable per route and Label per vpn-instance

As we know, LSP which fromed with MPLS label guide the packets to forwarding. The outter label indicates how to get to BGP next-hop, while inner lable indicates the vpn-instance that the packet belongs to.

As I learned, inner label could be assigned based on per route(by default) or per vpn-instance. Obviously, label per vpn-instance could save mass of labels, then why label per route is introduced?

Label per route owns a better load balancing result. When the traffic carried with two labels are HASH to the links, for label per vpn-instance, all the traffic that comes from the same vpn-instance will be mapped to the same link, which may cause the imbalance load. But label per route wouldn’t.
On the other hand, label per route costs quite a lot of labels, so in the live network, label per vpn-instance is prefered.
