L2TPv3 support only point-to-point connections, so you must use a different tunnel, with different source IP and destination IP. When there are multiple tunnels to be configured, the IP setting for source and destination should not overlap.
Did you tried to apply tunnel0/0/0 to vlanif 207? if not, please try to configure a separate tunnel interface, like tunnel 0/0/1 and then apply it to different vlan interface.
