L2TP over IPsec - windows client

hello your test scenes is like this ?

you configure the L2TP on the FW or AR which is in ENSP.

and your windows client is from the local pc which install the ENSP

now the L2TP is working with your windows client but if you add the IPSec. the error will be pop up ?

Thank you for reply. Yes in my scenerio I can connect via pure L2TP but when I set strongest encryption in windows setting I have error 742 on VPN connection. I also check if there is ike or ipsec sa but there is nothing. I also tried this configuration on hardware device and the results are the same.
Maybe some one have any working and tested configuration example?
