Y.1731 is used to implement end-to-end connectivity detection, loopback detection, and link trace on Metro Ethernets (MEs). It also provides test diagnosis and performance monitoring functions such as frame loss measurement, frame delay measurement, frame jitter measurement, and throughput measurement.

Ethernet in the First Mile (EFM) and Connectivity Fault Management (CFM) are used to detect link faults for carriers. Y.1731, an enhancement of CFM, can be configured to monitor service performance.
Y.1731 is an OAM protocol defined by the Telecommunication Standardization Sector of the International Telecommunication Union (ITU-T). It covers items defined in IEEE 802.1ag and provides additional OAM messages for fault management and performance monitoring. Fault management includes alarm indication signal (AIS), remote defect indication (RDI), locked signal (LCK), test signal, automatic protection switching (APS), maintenance communication channel (MCC), experimental (EXP) OAM, and vendor specific (VSP) OAM. ITU-T Y.1731 performance monitoring provides standard-based Ethernet performance monitoring that
encompasses the measurement of Ethernet frame delay, frame-delay variation, and throughput as outlined in
the ITU-T Y.1731 specification and interpreted by the Metro Ethernet Forum (MEF). Service providers offer
service level agreements (SLAs) that describe the level of performance customers can expect for services.
