Hi WDNJSQ,

00 indicates the physical node that exists in the IS-IS process. 01 indicates a pseudo node. A pseudonode is a virtual node that simulates a broadcast network, not a real router. In IS-IS, a pseudonode is identified by the system ID of the DIS and a 1-byte circuit ID (non-zero value).
