ISIS neighbor relationship between L2 router and L1/2 router

If two router are running ISIS, and both of them are in the same area, router A is a L2 router, while router B is a L1/2 router, then, can the router B and router A establish the neighbor relationship? and if bothe routers are L1/2 router, then which relationship will be established between them ?

The L2 router can establish a neighbor relationship with the L1/2 router and the L2 type neighbor relationship will be established. 

If both routers are L1/2, both the L1 and L2 neighbor relationship will be established.
