Creating a Failover Cluster:
Create a Windows Server Failover Cluster (WSFC). You need to verify the configuration and create a cluster. You only need to perform the following operations on one of the SQL Server VMs.
Procedure:
1. Check that the two SQL Server VMs have been configured with service network and heartbeat network and can communicate with each other.
2. Open Server Manager, and choose Tools > Failover Cluster Manager

3. Right-click Failover Cluster Manager and choose Verify Configuration from the shortcut menu.
4. Click Next
5. Enter the names of all SQL Server VMs and click Next.

6. Select Run all tests (recommended) and click Next.

7. Click Next.
8. Wait until the verification is complete. If the warning items do not affect the cluster setup, select "Create the cluster now using the validated nodes" and click Finish.
9. Click Next.
10. Enter the cluster name, select the IP network segment, enter the planned cluster IP address, and click Next

11. Select Add all eligible storage to the cluster and click Next

12. After the cluster is created, click Finish
