When all devices in the following network were upgrade to the same new version V800R006C00 , why some devices need a New License but others not?

For different devices, different versions are handled differently.
1: NE40E/CX600/ME60/PTN 6900
When a license of V600R002 is being activated, the product type, ESN, software version, and license version consistency is checked. If the product type is inconsistent, the license cannot be activated. If the ESN or version is inconsistent, the license goes into the trial period.
In the following versions, the software and license consistency is not checked (NE/CX/ME product types included):

In V600R003C00SPCa00, license compatibility is supported. The original license can still be used after the upgrade if only the software is upgraded.
a. If a version is upgraded to V600R003C00SPCa00 or later, include all VRP V8 versions, the original license can still be used.
b. If V600R003C00SPCa00 or later is upgraded, the original license can still be used.
c. Because the license version consistency is not checked, new licenses may be used on devices running old versions.
d. Because the license policy may change after the upgrade, some features (only a few) may no longer be supported or controlled by the license in the target version. The features that are no longer supported in the target version must be verified in the upgrade solution review phase. If some features are no longer be controlled by the license and the software package becomes a basic one, the amount of the display license command output information decreases.
e. In the scenario that a VRP V5 version upgrades to a VRP V8 version, some features (only a few) may no longer be supported or controlled by the license in the target version. The features that are no longer supported in the target version must be verified in the upgrade solution review phase. If some features are no longer be controlled by the license and the software package becomes a basic one, the amount of the display license command output information decreases.
2: NE5000E
When a license of V800R009 is being activated, the product type, ESN, software version, and license version consistency is checked. If a product type inconsistency is detected, the license cannot be activated.
In the following versions, the software and license consistency is not checked (NE/CX/ME product types included):
