INVA provides cost-effective connectivity across Aosta Valley

Relying on a third-party network was proving expensive and ineffective for IT Services provide INVA. So it used large capacity switches to build a better one of its own.


Encompassing Italy’s side of Europe’s highest mountain, Mont Blanc, the Aosta Valley is a small, Alpine region in the northwest corner of Italy. Its Italy’s smallest and least populated region, with a capital, Aosta, boasting a population of just 35,000.

Aosta’s regional administration also has its own IT services provider. In 1988 it passed a law establishing INVA as a publicly owned body dedicated to providing IT infrastructure and services. For most of its history, however, INVA had to rely on a third party for the wide area network (WAN) connections to deliver its services across the region.


The third-party network connections that INVA used were expensive. Worse still, as demand for network-based services grew across the region, it became clear that there was not enough bandwidth to cope.

“There was a problem with the operational expense but also the fact that the service was limited,” explains Renato Linty, Chief Technical Officer of the telecommunications, territory systems and security business unit at INVA.

Specifically, INVA was keen to deliver WAN connections of at least 100 Mbit/s across its entire catchment area, and this simply was not possible with the existing third-party network. Without modernisation, there was a very real risk that Aosta’s residents might start to fall behind their peers across Italy in areas such as access to government services, healthcare provision and business competitiveness. It was clear INVA had to find an answer to the problem. After careful consideration, it decided the best option would be for INVA to build and manage its own network, giving it much greater control over cost and performance. The next question to answer was which supplier could provide the high-performance network technology that INVA needed, at a price affordable for a small regional public administration.


INVA had previously used Huawei technology for WLAN deployments in its own offices and in local hospitals, and following a public tender in February 2015 turned to the company again for help with the network project. Purchasing through Huawei partner ISET Telecom, INVA built a network backbone based on two S9700 Series Terabit Routing Switches and installed S5700-HI Series Advanced Gigabit Switches at seven major points of presence (PoPs).

A further 12 minor PoPs were equipped with S5700-EI Series Enhanced Gigabit Switches, featuring enhanced security, VPN tunnelling and traffic analysis capabilities. The new network, installed by May and live by July 2015, boasts 20 Gbit/s at the core and five-nines reliability. It was extended across five further sites in the second half of 2015. Renato Linty continues:

“Huawei was strongly involved throughout the sales and deployment process. The company has always been quick to answer questions and solve problems.”


Since implementation, the network has not failed. Performance is as good as anything else on the market but, significantly, the cost of the equipment was 50 per cent less than competing suppliers. Crucially, it has reached the 100 Mbit/s threshold. All are significant factors as far as INVA is concerned. Renato Linty concludes:

“It’s important to keep costs down because of the public sector nature of our clients, but at the same time quality was a strong requirement because we have a number of critical sites, such as hospitals, on our network.”

With customers at a number of key sites now assured of better network services, INVA is planning to roll out connections to the entire region in the future.
