Inter-RAT refers to handovers between different radio access types, such as:

UTRAN->GERAN
GERAN->UTRAN
E-UTRAN->UTRAN
UTRAN->E-UTRAN
E-UTRAN->GERAN
GERAN-E-UTRAN
