I suggest you do the following checks:
1. Check whether the configured port is set as an edge port.
2. Check whether the versions between the G3WSMD9 and the control board and between the control board and the NMS match.
3. Upload the NE configuration data again and check whether the wavelength is occupied.
4. Check whether the logical board is consistent with the physical board.
