I've just learned about about the new router from Huawei, which is the EchoLife DG8045, but I don't know enough information about this model.

In the navigation tree, choose Internet > Bandwidth Control > Bandwidth Control. In the pane on the right, click New. In the dialog box that is displayed, you can configure the parameters related to the bandwidth control.

It can only limit the upstream rate of a certain IP or MAC
