In a non-Chinese operating system, why does the Chinese ISM page display garbles?

The non-Chinese operating system does not support Chinese characters (the reasons include the absence of Chinese kit); therefore, the Chinese ISM page displays garbles. You are advised to use the English ISM in a non-Chinese operating system.
