Do you receive any error when trying to connect to VCM server ?

Please check your network connection+ Try different browser types(Internet explorer recommended)

Prerequisite
The PC used for locally logging in to the VCM system is in the same time zone as the VCM server.
If you want to change the time zone of the PC, perform the following operations: Choose Start > Control Panel. On the Control Panel, in View by Small icons mode, click Date and Time. In the dialog box that is displayed, click Change time zone.

The VCM system supports only Windows Internet Explorer 10 of version 10.0.9200.17116 or later.
The screen resolution is 1440 x 900 or higher, and the zoom percentage is 100%.
You have set the Internet options of Internet Explorer at your first login. If you do not set the Internet options, Internet Explorer may automatically close or web pages may fail to be displayed. For detailed operations, see Setting Internet Explorer.
You have downloaded and installed the OCX plug-in at your first login.
Procedure
Open Internet Explorer, enter https://xxx.xxx.xxx.xxx/omm_spc in the address box, and press Enter. The VCM login page is displayed, as shown in Figure 1.
NOTE:
If the SEM server is deployed in single-node system mode, xxx.xxx.xxx.xxx indicates the IP address of the SEM server.

If the SEM server is deployed in two-node cluster mode, xxx.xxx.xxx.xxx indicates the floating IP address of the SEM server two-node cluster.

Set User name and Password and click Login to display the VCM home page if you are a common user.
NOTE:
The default user name and password for the administrator are admin and Change_Me.
For the first time login system, you need to modify the password, please according to the system prompt to modify the password.
Recommend users periodically change the password, the method of modify the password:
Click the user name in the upper right corner. The Personal Information dialog box is displayed.
Click Change Password.
Set Old password, New password, and Confirm password and click Remember password.

the IP is pingable?

Hello, bro! Hoping you are fine. please check whether the network is reachable between the VCM and your client, if not, you need to check the network first. Also you can try to use the other browser to login the VCM.it is suggest to use IE. Hope it can help you. If you still have issue, you can contact huawei local suppport team for help.

first please check if you can ping the server , if it's OK ,confirm your browser setting is no problem;
then check if the web is enable
you can execute below command to check and enable
smmget –d webenable ：check the web status

smmset –d webenable –v enable ： open the web
