1. The software running environment of the PC may not be set up, or the configuration is incorrect.

Please check whether the browser on the PC is correctly configured. After installing the Web LCT on the PC, you need to configure the browser software on the PC. The following uses iMaster NCE Web LCT V100R020C10 as an example: Configuring the Internet Explorer. 

In addition, during the installation of the Web LCT, the antivirus software may delete some files from the software. As a result, the software cannot run. Stop the antivirus software when the software is installed and running, and try again.

If the Web LCT still cannot run properly, reinstall the operating system of the PC.

2. The connection between the PC and the NE is abnormal.

Please set the IP address of the PC to 129.9. XXX.XXX. The subnet mask is 255.255. 0.0. Use a network cable to connect the network port of the PC to the NM_ETH port of the device. Run the Navigator on the PC to search for the IP address of the NE.
After the IP address of the NE is found, you can use the IP address of the gateway web page to search for and add the NE on the Web LCT.

For now, the first scenario seems more likely.
