huawei FusionCloud After setting timezone and correct time of the business vm in cloud, when we restart the VMthe time of vm is automatically changing

we have a huawei Cloud computing environment ,After we setting timezone and correct time of the business vm in cloud, when we restart the VM the time of vm is automatically changing. and our VM not synchronize with NTP server, and our OS is Windows 2012 R2 datacenter. When I create vm it takes wrong time by default, itried to correct the time of vm but after restart, it again takes wrong time.

does your ude default clock mode? suggest you change the clock mode to avriable mode, kindly refer below guide to set policy which allow VMs to automatically synchronize time with their hosts within the customized time period or upon each startup
