This post explains how to solve the problem that the server is overloaded when starting up all the VMs. Please follow the below details in order to do that.
ISSUE DESCRIPTION
The hardware configuration is weak: 2 vCPUs and 2 GB memory. After 270 VMs are created and started up, VM performance drops and the background server is overloaded.
PROCEDURE

The preceding figure shows the CPU usage. The CPU usage of most VMs is high. The CPU usage of only five VMs is normal (average CPU usage: 11) and that of 23 VMs is too high.
The CPU usage of i-37DA05F6 is as follows: (Locate the process that occupies too many CPU resources for a long time).

The analysis indicates that the average CPU usage of the VMs is about 85% even when there is no workload, which is abnormal.
Further analysis indicates that the problem is related to Rising antivirus software. The software regards a process of the TSM client as a virus and blocks the process. Therefore, add the process into the trust list.
Log in to all VMs on the CNA08 node and add the TSM process to the trust list of the Rising antivirus software. It is found that the CPU usage drops from 88% to 19%.
Repeat the preceding operations on all VMs. It is found that the workload decreases and CPU usage does not rise sharply. The data details are as follows:

SOLUTION
Add the TSM process to the trust list of the Rising antivirus software.
