Issue
One of the quorum server failed. GTAC recommended to reinstall the OS. But after successfully reinstalling the OS and quorum server software in the server, the local and remote storage states that the link from storage to quorum server is down.
Solution
1. Remove the quorum server from the domain on the local storage.
2. Delete the quorum server from the local source.
3. Remove the quorum server from the domain in the remote storage.
4. Delete the quorum server from the remote source.
NOTE: Treat the 'storage-primary' as 'storage-secondary', since I have no screenshot of the procedure on the secondary storage. 
5. Create the quorum server on both the local and remote sources.
6. Include the created quorum server in the domain on local source.
7. Check if the link is up.
Summary
If the newly added quorum server cannot be seen after reinstalling the new OS, configure again by recreating the local server on both sides and add again in the domain.
