There are 2 main steps to do this.
First, you need to identify suitable threshold for the alarms triggering so that the alarms won't flooding the alarms dashboard. Second, you need to know steps to create a performance alarm using U2000.
1) How to Identify Suitable Threshold for UL Interference
There's no specific threshold that we can use for this UL interference but below would be value can use as a benchmark
UL RSSI (dBm) Signal Strength Category
<-105 Low
-105<X<-100 Average
-100<X<-90 High
>-90 Very High
From the given value above, we need to collect the performance statistics data (cell level hourly basis) for the past 1 month or more to monitor the trend of our network for UL interference.
Based from the data collected, we may come-out something similar with below table to match number of samples that fall within the specified category as above.

2) How to Create Performance Alarm using U2000
We can use the guideline at the given below link on step-by-step how to create the performance alarm using U2000
For the UL interference counter, we can use below counter

Please follow below diagram on how to set the threshold accordingly.
Please be noted that :
1) For No. 1, alarm type will be SIMPLE since it will involve only single counter
2) For No. 3, below are sample only. For UL interference, you may use suggested counter (L.UL.Interence.Avg)
3) For No. 4, please put "3" cause we suggested if the performance degrade for at least 3 consecutive hours, then only trigger the alarms

Lastly, when we have successfully set everything, we need to monitor for 1 week at least, how frequent the alarms will be pop-up. If it's reasonable value then we no need to modify the threshold, else we may need to fine tune the threshold
