Dear, boss! First you need have two license for these two u1960, one active license and one standby license, upload them to each U1960.Then you can configure the mode refer to below steps:
Configuring Distributed Network Data in the Active node.
1.Use an administrator account to log in to the web management system of a U1900 series unified gateway.
2.Choose System > Network Mode.
3.Select Primary node from the Site type drop-down list box.
4.Set Standby node IP address.
5.Modify Data synchronize password.
Choose System > Device Management, modify Data synchronize password.
The data synchronize password is used for data synchronization between the primary gateway and the standby gateway.You can customize the password, but the password configured on the primary gateway must be the same as that configured on the standby gateway. Otherwise, data synchronization will fail.
6.Click Data Save in the upper right corner of the web management system.

Use an administrator account to log in to the web management system of a U1900 series unified gateway.
2.Choose System > Network Mode.
3.Select Standby node from the Site type drop-down list box.
4.Set Active node IP address.
5.Click Data Save in the upper right corner of the web management system.
