【Problem Description】:can not view the video of camera
【Problem Analysis】:after config the the CGW of SMC and vcn3020, still can not view the video ofcamera. ensure the config has no wrong.

capture packets on vcn3020 and smc server . found that the format of video is H265, and CGW not support.
【Root Cause】: CGW not support H265
【Solution Description】: 1. change the video format of camera as H264
