How to configure to accept customer's unknow vlans (C-VLAN) and encapsulate them in S-VLAN on OLT.

I'm trying to setup QinQ in MA5683T for a customer. I'm trying to allow all unknow customer vlans of ONT and encapsulate them with our S-VLAN 200. Customer can use any C-VLAN in their ONT. I'm trying many config and still didn't work. Please help me to check.

Current Config is;
