The user number on the standby server must be the same as the primary server.
The user on the standby server only can be synchronized by the primary server, cannot be configured by command or eSight.
If we find the user number on the standby server is not the same as the primary server, we should delete all user on the standby server by running command and rebooting system when standby server is in the deactivated state.
Solution
Execute command show system stationtype to check station type(primary, standby, normal). If it shows primary, this station is primary server; If it shows standby, this station is the standby server.

Execute command show subscriber to check the user number on the standby server.
Execute command show subscriber to check the user number on the primary server.
Check whether the user number on the standby server is the same as the primary server. If they are the same, it is normal; If they are not the same, it is abnormal.
Execute command show workstatus to check station work status. If it is ACTIVATE, this station is the primary server; If it is DEAACTIVATE, this station is not in working state.
