How I change the OSN 9800 in NE INSTALL MODE to RUNNING INSTALL, by Navigator?

You can try running the :cfg-verify command
If the SCC board reports an alarm indicating that the NE is in the safe state when an NE is created on the NMS, you can manually add an SCC board and perform verification and synchronization. The alarm is cleared.
